MDWater Street Tampa to Add 33-Story Luxury Tower in Latest Expansion

Tampa's downtown waterfront is set to grow taller. Real estate developer Strategic Property Partners, backed by Microsoft co-founder Bill Gates' Cascade Investment LLC, filed plans this week for a new 33-story luxury residential tower at the corner of Water Street and Cumberland Avenue — the latest addition to the sprawling Water Street Tampa district.



The 400-foot tower, which has not yet been named, will rise across the street from Predalina restaurant and Synovus Bank. According to the developer's release, the project will include 452 residences stacked above approximately 37,000 square feet of ground-floor retail space, continuing the mixed-use formula that has defined the district since its inception.


The new tower is only the latest piece of what has become one of the most ambitious urban redevelopment projects in Tampa's history. Water Street Tampa spans 74 acres of downtown waterfront property and represents a total investment of roughly $3.5 billion, transforming what was once a collection of underused parking lots and surface-level infrastructure into a dense, walkable neighborhood combining residential towers, office space, hotels, and retail.


Strategic Property Partners has built the district in phases over the past several years, gradually filling out the waterfront with high-rise living, corporate offices, and street-level dining and shopping designed to draw both residents and visitors into a car-light, pedestrian-friendly environment. The addition of another luxury residential tower suggests continued confidence in Tampa's downtown housing market, even as developers across the broader Tampa Bay region push forward with similarly large-scale residential projects — from the 282-unit Saravela condominium development downtown to the 375-unit Emerald at MetWest near International Plaza.


For a city that has spent much of the last decade rebranding itself as a growing tech and business hub, developments like Water Street Tampa's newest tower serve a dual purpose: adding housing supply in a tight rental and ownership market, while also reinforcing downtown Tampa's image as a modern, investment-worthy urban core capable of attracting national developers and marquee financial backing.


No timeline has yet been announced for construction or completion, and the project will still need to move through the city's standard permitting and approval process before breaking ground. But the filing itself signals that Strategic Property Partners sees continued demand for high-end downtown living in Tampa, even as the broader region absorbs a wave of new residential construction spanning everything from luxury towers to large single-family developments in outlying areas like Dade City.


As Tampa's skyline continues to shift, Water Street's latest addition will likely become one of the most closely watched developments in the district's ongoing build-out.
